republican party finding itself in sort of a coincidental temporal box yesterday, president obama nominating the first hispanic in tom perez and the autopsy about what went wrong in the last election. obviously, they don't like top perez as nominee. mostly for his politics. >> the basic problem the republican party has had when it's come to nonwhite voters, this is sort of at the root of it. you can go back, if you look at the message that was in this autopsy report, all about inclusion, respect, outreach, you can find repeated by past chairman, presidential nominees, major congressional leaders going back to the 1960s and '70s. the critical moment and modern evolution in terms of its relationships with voters, it was 1964. now they're getting into territory where the same thing is almost happening with latinos. they do slightly better, but are sort of permanently about 25%. so the most glaring problem here, we have rhetoric about immigration when it's somebody like perez. there's some rhetorical problems, but a deeper problem and that is that the republican party is sort of on the right sid

president obama announced tom perez as his nominee, yesterday morning, at the same time, the republican party announced the results of its own self-autopsy. the chairman convened a tax force on why they lost so badly. if you want to bowl down what they found, it's this. they need to stop alienating and insulting everybody not in the party already. then you can have an outreach program in place to persuade people not in the party to join the party. the party will fund a program to minorities to the tune of $10 million and the republicans are stressing that whole effort can't be for show. quote, if we want voters to support minoritieminorities, we seem like we mean it. kind of see the line of thought there, right? for the republicans? they don't want to change their policies on anything, but they want to seem nicer. they want to seem more welcoming. just as the party is acknowledging missteps in talking about women, things like the whole legitimate rape, the party has to be a little shy about how it has behaved in public about latinos. and republican newt gingrich responded by calling her

storm here during the obama administration. you have the republicans, many of whom support the idea of more presidential authority in the use of force, and you have a lot of democrats who don't want to criticize the president. you have a heads and -- you have a hesitancy to have the proper debate. the libya example is a very important one to look at. ,ost: congresswoman barbara lee a guest earlier today, pointing to the use of military force after 9/11 after the terrorist attack. that president obama and your party seem to be making was that threat of the sequester would be a deterrent to get republicans to the table. that didn't happen. but if we went into the implementation phase, the pain would be so widespread around the country there would be an outcry and pressure, public pressure, on republicans to come back to the table. we're not seeing that happen. in terms of what it was supposed to do for political pressure, is the sequester a bust? >> it is. in that respect. the calculation that the defense cuts would be so severe for the republicans, that they agree to alternative, turn out not to be true. and it is a very interesting situation because it shows how really -- really extreme the republican tea party style commitment is to cutting budgets. two reasons. number one, this is very dumb. a hundred percent of members of congress think it is a dumb way it make cut, yet it is happen ppg second, a significant can cut for defense in its across the board and republicans are walking away from what has been traditional strej j of their party which is strong

for republicans is they have insisted that the debt is the reason we need to do the kind of draconian budget cutting they have been proposing since president obama won the white house back for democrats. and look what happens to the conservative rationale for budget can you tell us when conservatives get more honest about the debt and deficit. a conservative columnist says about the new ryan budget, it sacrificed seriousness for seriousness by promising to reach budgetary balance, not over the long term as budgets 1.0 and 2.0 did, but in a ten year window. this is not going to happen, and more importantly there's no reason why it needs to happen. modest deficits are perfectly compatible with fiscal responsibility. talk about singing a new tune. and the conservative think tank, the american enterprise institute asks why does the budget need to balance in ten years? debt reduction doesn't require balance, just that the economy is growing faster than the debt, while the plan does put the debt to gdp ratio on a downward trajectory, it probably doesn't need to be quite as steep. ezra klein

: more than months have passed since president obama was elected. rye now the republicans are offering a budget proposal that contains many of the same ideas voters rejected this fall. the republican budget would end the medicare guarantee as we know it and repeal the affordable care act. that's already providing benefits to so many families in my home state of rhode island and all across this country. rhode islanders do not want another republican budget proposal that jeopardizes our economic recovery, gives away billions of dollsars in tax subdies in big oil and tax breaks to companies that ship jobs overseas. they want a budget that reflects our values as a nation, promises we made to our seniors, invests in rebuilding our national infrastructure, protects our investments in education, and reduces our deficit by making smart cuts in spending and reforming our tax code. the republican budget fails to meet any of these standards. and i hope my colleagues will join me in opposing it this week. i yield back the balance of my time. the speaker pro tempore: the gentleman's time has expire
